摘要
分析了新《食品安全法》颁布前基层农产品质量安全监管的困境,主要集中于农业主管部门监管的农产品生产种植环节,质监、工商与农业主管部门共管的农产品流通环节,食品药品监督管理以及卫生和计划生育主管部门监管的农产品餐饮环节.探讨了新《食品安全法》颁布后过渡期基层农产品质量安全监管的变革与挑战,进而研究了新《食品安全法》颁布后新常态下基层农产品质量监管对策,强调基层检测资源的共享共建、基层农业与食品监管部门的合作协调、基层新溯源预警制度的建立推广.
Abstract
The dilemma of quality and safety supervision of grassroots agricultural products before the promulgation of the new Food Safety Law was analyzed,which mainly focuses on the production and cultivation of agricultural products supervised by the competent agricultural departments,the circulation of agricultural products managed by the ministry of quality supervision,industry and commerce and the department in charge of agriculture,and agricultural food and beverage links supervised by food and drug supervision and the department of health and family planning supervision.The change and challenge of the supervision of the quality and safety of agricultural products in the transition period after the promulgation of the new Food Safety Law were discussed.After the new Food Safety Law was promulgated,the countermeasures for the quality supervision of grass-roots agricultural products under the new normal condition were studied,which emphasized the sharing and con-struction of grassroots testing resources,coordination between grassroots agriculture and food supervision departments,and establishment and popularization of the grassroots traceability warning system.
