江苏省耕地占补平衡对策研究

摘要
运用文献资料法、理论分析与实证分析方法,探讨江苏省耕地占补平衡管理措施,分析耕地占补平衡实施成效及耕地占补平衡存在的问题,剖析江苏省耕地占补平衡面临的挑战.结合耕地占补平衡存在问题和耕地占补平衡趋势预测等,提出包括界定耕地占补平衡为阶段性目标,有限开展农用地占补平衡,加大抑制耕地被占用的力度,积极完善补充耕地的措施,探索实施耕地占补平衡协调管理机制等对策建议.
Abstract
By documentation method, heoretical analysis and empirical analysis, discussing management measures of balance of arable land in Jiangsu Province analyzing in implemention effects,existing problems and the challenges of balance of arable land.Combining the existing problems and the trend prediction of balance of arable land, countermeasures and suggestions were put forward, including defining balance of arable land as phased goal, developing balance of agricultural finitely,increasing efforts to curb the occupation of cultivated land,improving measures for cultivated land,and exploring the coordinated management mechanism of balance of arable land.
