极贫乡(镇)土地整治整乡推进战略研究——以平塘县大塘镇为例

摘要
随着土地整治功能的拓展,在落实空间规划的过程中,土地整治逐渐成为提升民生福祉的发展动力、助推精准脱贫的重要手段,为更好地服务农业农村发展,贵州省开展极贫乡(镇)整乡推进的土地整治具有重要的现实意义.立足于平塘县大塘镇资源条件、现实状况,采用PEST 分析法、SWOT分析法,揭示开展土地整治整乡推进的战略背景,阐述大塘镇土地整治整乡推进的战略导向、战略方针和战略重点,提出落实战略的一系列措施,以指导大塘镇土地整治整乡推进的具体工作.
Abstract
With extending the function of the land reclamation,the land reclamation has gradually been the development power of promoting well-being of the people's livelihood,and the important means of boosting precision out-of-poverty in the process of carring out the spatial plan.To serve the agricultural and rural developing much better,it has important practical significance that carring out the land reclamation in the whole of the poorest villages and towns.According to the resource conditions and reality of Datang Town,Pingtang County,strategic background on carring out the land reclamation was explained in the whole of the towns by using PEST analysis,SWOT analysis.The strategic orientation,strategic policy and strategic focus on carring out the land reclamation in Datang Town were expounded.A series of measures to implement the strategy were raised to guide the specific work of carring out the land reclamation in Datang Town.
