土地征收对不同年龄段失地农民的福利影响研究——以呼和浩特市为例

摘要
以呼和浩特市的4区5旗(县)作为研究区域,运用阿玛蒂亚·森的可行性理论作为研究的框架.采用模糊数学的方法测度了各年龄段失地农民的福利变化情况,利用Martinetti于2000年提出的公式对福利的加总方法进行了补充.结果表明:①45岁以下、45~65岁、65岁以上三类失地农民的福利都有不同程度的下降,分别下降了25.063%、30.844%、10.878%.45~65岁的失地农民福利变化最为明显,相较于其他2个年龄段的人群,福利变化更为消极.②在各项变量指标中,征地补偿合理性即征地方式和补偿标准的结果最不理想.其余指标中,经济情况、发展机遇、居住环境、健康等呈现下降的趋势,而社会保障、住房条件大体呈现上升的态势.根据不同年龄段的失地农民情况,采取差异化的政策,是提高其福利的途径.
Abstract
The study area of this paper was the four districts and five counties in Hohhot.It selected the functional-activity index of the three groups land-lost farmers on basis of Amartya Sen'' s capability approach and adds to welfare summation way with the formula which was put forward by Martinetti in 2000.By using the fuzzy mathematics method it measured and compared the welfare effects of the three groups respectively.The results showed that:① The overall welfare level of land-lost farmers of all age groups declined but with a varying degrees.That was ,the welfare of the farmers who were younger than 45 years old,45-65 years old and older than 65 years old decreased by 25.063%,30.844%,10.878% respectively.The group which was 45-65 years old presentsed a negative status in the field of welfare when it was compared with the other groups.② The effects directions and degrees of functional activity indexes of different groups varied.The compensation of land expropriation which represented the way of compensating and the sum of money showed the most negative result.In the other indexes,the pecuniary conditions,development opportunity,living environment and health decreased.And the social security and the living conditions increased.It was the practical approach to enhance welfare to adapt the policy of difference according to the conditions of different aged land-lost farmers.
