山东省粮食种子质量监管研究
Study on Grain Seed Quality Supervision in Shandong Province

摘要
以粮食生产大省山东省为例,调研了种子企业、种子销售市场、种子的行政管理机构,提出政府监管对粮食种子质量的密切关系.为有效提升粮食种子的质量,认为政府应对种子企业、种子市场加大监管的力度;种子行政机构也需要机构的整合和职能的转变.旨在通过对山东省种子质量状况的调研和分析,为全国种业的有序发展提供一定的参考意义.
Abstract
Taking Shandong Province which is a major grain producer as an example,the administrative organs of seed enterprises,seed sales markets and seeds were investigated,and the close relationship between government regulation and grain quality was put forward.In order to effectively improve the quality of grain seeds,it was thought that the government should strengthen to supervise seed enterprises and seed markets,and the seed administrative organs also need the integration of institutions and the transformation of functions.Through the investigation and analysis of the seed quality in Shandong Province,it will provide some reference for the orderly development of the seed industry in China.
