摘要
分析了江苏省4次农业结构调整取得的成效,将存在的问题总结为农产品供给与消费需求不匹配、农业结构调整支撑农民增收效果不明显、农业结构调整受资源环境约束增强、农业结构调整忽略省内三大区域资源禀赋差异.明确了新一轮农业结构调整的思路与原则,从优化品种和产业结构、优化区域布局结构两方面探讨了切实优化农业产业结构与布局的策略,并且主张多措并举助推农业结构调整,如完善市场机制、深化农村改革、加强科技创新、加强政策支持.
Abstract
The paper first analyzed the achievement of four rounds of agriculture structural reform of Jiangsu.Based on that background,the paper presented problems within the current situation of the reform: disparity between supply of products and demand from the buy side;effect of the reform on creating economic profit for the farmers;the restraining effect of natural resources allocation on the reform;ignorance of the difference between three major reform areas in the province.Further,the paper proposed the principle and strategy of the new round of reform,specifically based on two components: optimize product species;optimize cooperation among areas.In order to fulfill the two components above,the author proposed methods such as improve market mechanism,deepen village reform,enhance technology innovation,and corroborate policy support.
