城镇化进程中农村宅基地制度的改革逻辑与实现路径

摘要
从现行的政策文本和试点经验出发,窥见农村宅基地改革的内在逻辑,农村宅基地制度改革遵循着节约保护耕地、保障农民利益、实现资源最优配置的原则.提出了宅基地制度改革的实现路径:完善农村宅基地相关政策和法律,厘清政府管理职责;坚持自愿有偿的宅基地退出机制,科学制定补偿标准;完善宅基地退出的配套机制,实现改革效果的行稳致远;整治空心村,盘活宅基地资源;充分利用基层自治,尊重农民的自主性.
Abstract
From the current policy text and the pilot experience, I get a glimpse of the inherent logic of the rural homestead reform.The re-form of the rural homestead system follows the principle of conserving the cultivated land and protecting the peasants' interests and realizing the optimal allocation of resources.Then I put forward the realization of homestead system reform path:Improve the rural homestead related pol-icies and laws to clarify the government management responsibilities;adhere to the voluntary paid homestead exit mechanism, scientific devel-opment of compensation standards;improve the homestead to withdraw the supporting mechanism to achieve the longterm effect of reform;reme-diation hollow village, disk living homestead resources;make full use of grassroots autonomy, respect for the autonomy of farmers.
