湖南省区域建设用地集约利用评价及空间差异研究

摘要
以湖南省13个参评地级市为样本,参照《城市建设用地节约集约利用评价操作手册》构建区域建设用地集约利用评价指标体系,通过建设用地集约利用的定性分析和定量评价来综合分析参评城市的建设用地集约利用评价水平.结合数轴法和聚类分析法确定各参评城市的土地集约利用等级,并分析各参评市建设用地集约利用现状和空间格局分布特征.研究结果表明:建设用地集约利用水平的区域差异显著,在空间分布上表现为湖南省东北高西南低,且北部地区整体优于南部地区;评价单元的地理区位、经济水平、交通等基础设施情况导致建设用地集约利用水平空间差异;各参评城市建设用地集约利用水平的制约因素存在显著差异.根据评价结果,应强化建设用地管理工作,提出相关措施建议来实现各区域人口、经济和建设用地的协调发展.
Abstract
Taking the 13 prefecture-level cities in Hunan Province as the sample, this paper constructed the evaluation index system of region-al construction land intensive use according to the Urban Construction Land Conservation and Intensive Use Operation Manual. Through the qualitative analysis of the intensive use of construction land and the quantitative evaluation of land intensive and comprehensively analyzed the evaluation level of intensive use of construction land in the prefecture-level cities. Combined with the number of axis method and cluster analy-sis method to determine the evaluation unit of the land intensive use level, and analysis of the city' s construction land intensive use of the sta-tus quo, spatial pattern and temporal evolution characteristics. The results showed that the regional differences of the intensive use level of the construction land are significant, and the spatial distribution is high in the southwest of the province, and the northern part is better than the southern region. The spatial difference of the intensive use level of the construction land and the geographical location of the evaluation unit, economic level, traffic and other infrastructure are closely related to the evaluation unit construction land intensive use of the constraints of the existence of significant differences. According to the evaluation results, it should strengthen the construction land management work, put for-ward relevant measures to achieve the regional population, economic and construction land of coordinated development.
