摘要
结合南阳市实际,深入分析了南阳农业生产基本情况和农业发展面临的问题,总结了近年来农业改革发展的实践,系统提出了农业供给侧结构性改革的基本原则和路径选择,强调推进农业供给侧结构性改革,必须按照"四优四化"的要求,提高农业综合生产力,调整优化农业结构,推进农业生产标准化和产业化经营,加快信息化应用,实行集约化管理,提高农业可持续发展能力.同时,在保障措施方面,主张健全组织保障,转变思想观念,落实惠农政策,加强农业法制建设,创新金融服务体系.
Abstract
Combining with the actual situation of Nanyang City, the basic situation of agricultural production in Nanyang and the problems faced by agricultural development were analyzed in depth, while the development practice in recent years was summarized. The basic princi-ples and approaches of the structural reform of agricultural supply side were systematically put forward, which emphasized that in order to pro-mote agricultural supply side structural reforms, it must be in accordance with the "four excellent four requirements", improving agricultural productivity, adjusting and optimizing the agricultural structure, promoting the standardization of agricultural production and industrialization, speeding up the application of information technology, implementing intensive management and improving agricultural sustainable development ability. At the same time, in terms of safeguard measures, it advocated improving the organizational guarantee, changing ideas, implementing the policy of benefiting agriculture, strengthening the construction of the agricultural legal system, and innovating the financial service system.
