江苏省耕地开垦费征收标准研究

摘要
在了解相邻省份耕地开垦费、调查省内部分市县耕地开垦费的征收与使用情况的基础上,在苏南、苏中、苏北分开发、复垦、整理类型选择9个典型项目区,综合测算出该地区单位面积新增耕地的综合投资标准,同时考虑到耕地开垦费的上缴比例、未来物价上涨及项目类型结构变化带来的影响,最终确定江苏省的耕地开垦费征收标准为苏南50元/m2,苏中40元/m2,苏北30元/m2.标准区域差异的主要原因在于地区间各类型项目结构以及各地区同类型项目难度的不同.
Abstract
Based on the levy and use of cultivated land reclamation fees in neighboring provinces and some cities and counties, the nine typi-cal projects areas including development, reclamation, consolidation of land were selected in the southern, central, northern of Jiangsu which the comprehensive investment standard of cultivated land per unit area was measured synthetically.Taking proportion of cultivated land fee, the price increase in the future and changes of the project type structure into consideration, the cultivated land fee was finally set at 50 yuan/m2 , 40 yuan/m2 , 30 yuan/m2 in the southern, central, northern of Jiangsu.The main reason for the inconsistency of the standard ar-ea was the difference between the various types of project structure and the difficulty of the same type of project in each region.
