摘要
以咸阳市贫困村扶贫互助协会发展情况为例,概述了贫困村发展扶贫互助协会的优势和可行性,分析了扶贫互助协会的组织管理及业务运作特点,指出扶贫互助协会发展的潜力在于建立有利的政策制度,提出了促进其发展的政策建议.
Abstract
Taking the development of poverty alleviation and mutual aid association in poor villages of Xianyang City as an example,the advanta-ges and feasibility of the development of poverty alleviation and mutual assistance associations in poor villages were explored.The organization and management of poverty alleviation and mutual aid association and the characteristics of business operation were analyzed,noting that the potential for the development of APAs is to establish an enabling policy system.Some policy recommendations were put forward to promote its develop-ment.
