温江区农村集体资产管理问题及对策探讨

摘要
基于组织温江区财政局开展的"农村集体资产管理的相关问题研究活动",通过问卷调查,着重调查了温江区6镇4街道办及下属的30个村社.分析了温江区集体资产管理的概况与特点,总结了目前其在农村集体资产管理方面的主要做法,并将其中存在问题总结为宣传力度不够、资产产权界限不清、机构设置不健全等方面,进而有针对性地提出相关建议,主张出台村级集体资产管理方法,建立完善的监管制度,增加财产性收入,以及加强规范资产管理,明晰资产产权关系.
Abstract
Based on the "Rural collective asset management issues related research activities" which carried out by Wenjiang District Finance Bureau,and through the questionnaire survey, the author emphatically investigated 30 village associations of 6 towns, 4 streets and their subordi-nate in Wenjiang District.The general situation and characteristics of collective assets management in Wenjiang district were analyzed,while the main practices in the management of rural collective assets were summarized.The existing problems among them were summarized as not enough publicity, unclear property right boundaries, unsound organizational structure and so on.Pertinent suggestions were made, such as implement vil-lage collective assets management methods, establish a perfect supervision system, increase property income, and strengthen the regulation of as-set management, and clarify the relationship between property rights and assets.
