摘要
分析了互助县农产品质量安全监管及追溯体系试点建设工作的现状,将其中存在的问题总结为缺乏权责明确的统一联动机制、监管机构仍不健全、投入严重不足、存在监管盲区、产地准出和市场准入制度有待完善.对此提出了相关建议对策,主张健全监管体制和强化基层管理,完善政策措施和严格目标考核,推行技术标准和强化人员培训,注重品牌建设和探索产销衔接,强化资金保障和健全制度机制,严格联合执法和建立诚信体系,注重宣传引导和强化社会共治.旨在为今后更好地开展农产品质量安全监管及追溯体系建设工作提供借鉴.
Abstract
The status quo of the pilot work on the supervision and traceability system of agricultural products quality and safety in Huzhu County was analyzed, the existing problems among them were summarized as lack of power and responsibility unified linkage mechanism, regulators were still unsound, the investment is seriously insufficient, there were blind zone of existing supervision, and production place and market access sys-tem need to be improved.Relevant suggestions and countermeasures were put forward, which suggested that it should strengthen the supervision system and strengthen the management at the grass-roots level, improve policy measures and strict target assessment, implement technical stand-ards and strengthen personnel training, pay attention to brand construction and explore the link between production and marketing, strengthen fi-nancial support and improve the institutional mechanism, enforce the law strictly and establish good faith system, pay attention to propaganda, guidance and strengthening social governance.
