欠发达县域脱贫攻坚的实践与思考——以安徽省临泉县为例

摘要
分析了临泉县脱贫攻坚现状,详细阐述了临泉县“三带一自”产业脱贫模式,即实施园区带动,突出特色产业脱贫;实施企业带动,构建企业帮带体系脱贫;实施大户带动,探索共享增收途径脱贫;实施自家发展,增强造血能力脱贫.总结了临泉县“三带一自”产业脱贫模式的启示,认为必须认真坚持精准扶贫、精准脱贫的基本方略;必须认真坚持积极担当、恪尽职守的责任追求;必须认真坚持因地制宜、发挥优势的基本原则;必须认真坚持从群众中来、到群众中去的群众路线.
Abstract
Linquan County poverty alleviation status quo was analyzed,industry poverty alleviation model of "Three drives and own development" in Linquan County were described in detail,that was implementing park driven and giving prominence to characteristic industries and shake off poverty;implementing enterprise driven and constructing enterprise help driving system;implementing large households driven and exploring ways to share income increase poverty;implementing self development and enhancing hematopoietic ability and shake off poverty.The enlightenment of industrial poverty alleviation model of "Three drives and own development" in Linquan County was summarized,that must adhere to the basic principle of precise poverty,precise poverty;must adhere to the positive play and pursuit of responsibility;must conscientiously adhere to the basic principles of suiting measures to local conditions and giving full play to advantages;must seriously adhere to the mass line from the masses and to the masses.
