"一带一路"中国区域水资源利用效率与经济社会发展关系评估

选取"一带一路"中国区域17个省(区、市)2010-2020 年的面板数据,通过引入超效率SBM模型评估水资源利用效率,并运用Tapio脱钩模型分析水资源利用效率与经济社会发展间的协同状态.结果表明:17 个省(区、市)水资源利用效率均值大体呈东南>西南>西北>东北的格局,且大致可划分为3个梯队,其中青海、重庆、广东和宁夏的水资源利用效率均值在11 年间均超过1.000 0,均值最低的是新疆,仅为0.093 5.从核密度分布结果来看,整体区域内水资源利用效率总体差距有一定程度的缩小.分别以3 年和整个研究时段为窗宽分析水资源利用效率与经济社会发展适配状态,结果显示适配状态具有阶段性变化特征,呈现较强空间差异;其中,吉林协同性最好,海南、青海、陕西、广西和重庆5个地区表现为强脱钩状态,其余省(区、市)大多为弱脱钩状态,需在确保经济增长和推进城镇化的同时,推动水资源利用效率的提升.
Assessment of the Relationship Between Water Resource Utilization Efficiency and Economic and Social Development in"Belt and Road"Initiative in China
This paper selected panel data from 17 provinces(regions,cities)in China's"Belt and Road"China region from 2010 to 2020,e-valuated the water resources utilization efficiency by introducing the super efficiency SBM model,and used the Tapio decoupling model to ana-lyze the synergy between the water resources utilization efficiency and economic and social development.The results showed that the average water resource utilization efficiency of the 17 provinces(regions,cities)generally followed the pattern of Southeast>Southwest>Northwest>Northeast.They could be roughly divided into three tiers.Among them,the average water resource utilization efficiency of Qinghai,Chongqing,Guangdong and Ningxia had all exceeded 1.000 0 in the 11 years,while Xinjiang had the lowest average value of only 0.093 5.From the kernel density distribution results,the overall gap in water resource utilization efficiency in the region had been reduced to some ex-tent.The relationship between water resource utilization efficiency and economic and social development was analyzed with a window width of 3 years and the entire research period,the results showed that the adaptability status had a phased change characteristic and strong spatial differ-ences.Among them,Jilin showed the best synergy,while Hainan,Qinghai,Shaanxi,Guangxi and Chongqing showed a strong decoupling sta-tus.Most other provinces(regions,cities)were in the weak decoupling status and needed to improve the water resource utilization efficiency while ensuring economic growth and urbanization process.
