After achieved an all-round well-off society and historically solved the problem of absolute poverty,we must attach great importance to the capacity-building of relatively poor people.As an old revolutionary base area and a cluster of extremely poor areas,Lvliang City has vig-orously developed and cultivated Luliang Mountain nursing workers,increased skill training,explored a path to help the poor master skills,a-chieve employment and get rid of poverty and become rich,and not only explored new development channels for poverty alleviation in poor mountainous areas,it also provided a reference for improving the ability and quality of the poor and solving the problem of relative poverty,so as to explore the realization form of poverty governance modernization in the new era.
