实施乡村振兴战略,促进农业高质高效、农村宜居宜业和美、农民富裕富足,人才是第一资源.同时,农村人才供给呈现数量不足、结构不优和素质不高等特征,供需发生数量性、结构性、质量性失衡.建议健全乡村人才振兴的体制机制、营造尊才重才的良好氛围、构建多层次教育培训体系、加大招才引智力度、加强人才保障服务工作,使人才在城乡之间双向流动、合理配置.
The Imbalance and Solution of Rural Talent Supply and Demand from the Perspective of Rural Revitalization
Implementing the rural revitalization strategy,promoting high-quality and efficient agriculture,livable and beautiful rural areas,and affluent farmers,talent was the primary resource.At the same time,the supply of rural talents was characterized by insufficient quantity,poor structure,and low quality.It was recommended to establish a sound system and mechanism for the revitalization of rural talents,create a good atmosphere of respecting and valuing talents,build a multi-level education and training system,increase the efforts of talent recruitment and introduction,and strengthen talent security services,so as to facilitate the two-way flow and rational allocation of talents between urban and rural areas.
