中国式乡村治理现代化是新时代社会主义现代化强国建设、农业农村现代化和中国人民展现"历史活动-时代声音"的伟大创造和实践创新.新时代乡村治理的政治规划设计和地方实验创新,构建起政策引领与地方实践互构前进的中国式乡村治理现代化"政策群-实验力",生成了新征程推进中国式乡村治理现代化的方针方略和行动纲领.中国式乡村治理现代化作为多元治理主体、多种治理方式、多维治理要素"融合共生-协同共治-合力共进"的复合治理创新,是乡村"政治、自治、法治、德治、智治"五治融合的"多元-复合-协同"治理系统实践.新时代健全完善"组织体系、能力体系、规范体系、教化体系、支撑体系"有机融合治理体系,是新征程推进中国式乡村治现代化的有效路径.
Logical Planning and Path System of Chinese Style Rural Governance Modernization
The modernization of Chinese-style rural governance is a great creation and practical innovation in the construction of a modern so-cialist country in the new era,the modernization of agriculture and rural areas,and the Chinese people's display of"historical activities-the voice of The Times".The political planning and design of rural governance in the new era and local experimental innovation have built a"poli-cy group-experimental force"of the modernization of Chinese-style rural governance,in which policy guidance and local practice are mutually advancing,and generated a policy strategy and action program for the modernization of Chinese-style rural governance on a new journey.The modernization of Chinese rural governance,as a composite governance innovation of multiple governance subjects,multiple governance meth-ods and multi-dimensional governance elements of"integration and symbiosis-collaborative co-governance-joint progress",is a"plural-com-positecollaborative"governance system practice of the integration of five governance systems of"politics,autonomy,rule of law,rule of virtue and smart governance"in rural areas.In the new era,improving the organic integration of the"organizational system,capacity system,norma-tive system,education system,and support system"is an effective path to promote the modernization of Chinese-style rural governance in the new journey.
