Policy Analysis of New Agricultural Management Entities in China:Based on National Level Policy Texts
As China enters the stage of high-quality development, the new agricultural management subject has become the core driving force of agricultural modernization.Accelerating the construction of the policy system of the new agricultural management subject is of great signifi-cance for the development of the new agricultural management subject.Based on this, we made a textual quantitative research on China's new agricultural management main body policy from three dimensions of policy tools, policy content and policy structure, discussed the develop-ment and changes of the policy.The results showed that the policy tools were dominated by environmental tools, the supply and demand policy tools were relatively underused, and the use of policy sub-tools was unbalanced.Capital was the most involved factor, land was the least in-volved factor, and there were great differences in the distribution of development factors.Suggestions were put forward: we should optimize policy tools, expand financial support channels, improve system and mechanism construction, improve land transfer transactions, attach impor-tance to talent construction, establish talent recruitment mechanism, and improve policy implementation and performance evaluation mecha-nism.
