摘要
乡村市场失衡已成一种共识,协调化是乡村市场持续健康发展的内在要求,立足中国城乡市场失衡情境,推进"四化"同步、城乡融合与三产融合,促进乡村市场协调发展,夯实农业发展基础.通过考察乡村市场化的摸索与定调、有为政府主导下的有效市场形成及统一大市场提出与建设3个阶段的演化进程,系统分析了城乡市场协调面临的产品市场以及城乡要素市场分割问题,其根本原因如下:一是农业不强;二是区域与部门分割的本位主义,使乡村市场发展错失了公平发展的历史机遇与机会.在有为政府主导下的有效市场制度基础上,提出联结是乡村市场协调化发展的前提,融合是乡村市场协调化发展的关键,强农是乡村市场协调化发展的基础和重要保障,打造乡村市场高质量协调发展的"联结-融合-强农"的实现路径.
Abstract
Harmonization is an inherent requirement for the sustainable and healthy development of rural markets.Based on the imbalanced situation of China's urban-rural market,we will promote the synchronization of"four modernizations",urban-rural integration,and integration of three industries,promote the coordinated development of rural markets,and consolidate the foundation of agricultural development.By ex-amining the exploration and setting of rural marketization,the formation of effective markets under the leadership of promising governments,and the evolution process of three stages of the proposal and construction of a unified big market,this paper systematically analyzes the product market and urban-rural factor market segmentation problems faced by urban-rural market coordination.The fundamental reasons are that agri-culture is not strong,and the departmentalism of regional and departmental segmentation has caused the development of rural markets to miss historical opportunities and opportunities for fair development;on the basis of an effective market system led by the government,it is proposed that connection is the prerequisite for the coordinated development of rural markets,and integration is the key to the coordinated development of rural markets,strengthening agriculture is the foundation and important guarantee for the coordinated development of rural markets.We con-struct a path to achieve high-quality coordinated development of rural markets through connection,integration,and strengthening agriculture.
