Performance Evaluation of Watershed Ecological Compensation Policy Based on Entropy Weight TOPSIS Model:A Case Study of Huangshan City
The watershed ecological compensation policy is an important measure that balances ecological protec-tion and economic development. Scientific evaluation of the performance of watershed ecological compensation policies is of great significance for further improving and promoting watershed ecological compensation policies. The entropy weight TOPSIS was used to evaluate the performance level of Huangshan City's ecological compensa-tion policy from 2012 to 2021,and the barrier degree model was used to explore the main barriers affecting the performance level of Huangshan City's ecological compensation policy. The results showed that:(1)The compre-hensive performance level of ecological compensation policy in Huangshan City increased from 0.301 to 0.665,showing an overall upward trend,from a poor level to a good level.(2)The implementation of ecological com-pensation policy in Huangshan City has different impacts on ecology,economy and society. The annual average growth of economic performance,social performance and ecological performance is 0.071,0.036 and 0.032 re-spectively. (3) The main obstacle factor affecting the performance level of ecological compensation policy in Huangshan City is the chemical oxygen demand in industrial wastewater,industrial wastewater discharge and per capita GDP. There are significant differences in the constraints of each obstacle on the performance of ecological compensation policy in the basin.
