目的 分析2014-2023年安徽省疾病预防控制中心(简称安徽省疾控中心)人力资源发展情况,为省级疾病预防控制机构人才队伍建设提供参考依据.方法 收集安徽省疾控中心人事基本信息及中国疾病预防控制信息系统—基本信息系统(疾病预防控制综合管理信息系统)相关数据,分析安徽省疾控中心的人力资源发展变化情况,包括编制数、性别构成、岗位类别、专业技术人员职称及学历构成等,采用SPSS 21.0进行统计学分析.结果 2014-2023年,安徽省疾控中心编制数从273入增加到373人,在编人数从246入增加到314人,男女性别比从1.73下降至0.95,卫生技术人员占比从86.59%上升至92.99%.在专业技术人员中,年龄构成上以25~34岁和35~44岁为主,其中25~34岁人员占比在25.74%~51.71%之间,35~44岁人员占比在23.00%~36.04%之间;学历构成上,2014-2023年博士研究生占比由2.82%上升至5.48%,硕士研究生占比从23.47%上升至58.22%,本科生占比从42.72%下降至28.77%;职称构成上,正高技术职称者占比在6.76%~11.11%之间,副高级技术职称者占比在13.55%~23.42%,中级技术职称者占比在24.40%~43.93%,初级职称及无职称占比在27.72%~46.39%;专业构成上,公共卫生医师占比在42.42%~51.40%之间,检验技师占比在32.39%~37.13%之间.结论 安徽省疾控中心人力资源发展迅速,人员结构不断优化,但高层次人才不足,应持续加强人才队伍建设.
Analysis of human resource development in Anhui Provincial Center for Disease Control and Prevention from 2014 to 2023
Objective To analyze the development of human resources at Anhui Provincial Center for Disease Control and Prevention(Anhui CDC)from 2014 to 2023,and provide reference for the construction of talent teams in provincial disease control and prevention institutions.Methods The basic personnel information of Anhui CDC and the relevant data of China Disease Prevention and Control Information System-Basic Information System(Integrated Management Information System for Disease Control and Prevention)were collected to analyze the development and changes of human resources in Anhui CDC,including officially budgeted posts,gender composition,job categories,professional titles,and educational background composition.SPSS 21.0 was used for statistical analysis.Results From 2014 to 2023,the officially budgeted posts of the Anhui CDC increased from 273 to 373,the number of employees increased from 246 to 314,the gender ratio decreased from 1.73 to 0.95,and the proportion of health technicians increased from 86.59%to 92.99%.Among professional and techni-cal personnel,the age composition was mainly 25 to 34 years old and 35 to 44 years old,with 25 to 34 years old accounting for 25.74%to 51.71%,and 35 to 44 years old accounting for 23.00%to 36.04%.In terms of educational background com-position,from 2014 to 2023,the proportion of doctoral students increased from 2.82%to 5.48%,the proportion of master's students increased from 23.47%to 58.22%,and the proportion of undergraduate students decreased from 42.72%to 28.77%.In terms of professional title composition,the proportion of those with senior technical titles was between 6.76%and 1.11%,the proportion of those with deputy senior technical titles was between 13.55%and 23.42%,the proportion of those with intermediate technical titles was between 24.40%and 43.93%,and the proportion of those with junior and non professional titles was between 27.72%and 46.39%.In terms of job categories,public health physicians accounted for 42.42%to 51.40%,and laboratory technicians accounted for 32.39%to 37.13%.Conclusion The human resources of Anhui CDC are developing rapidly,and the personnel structure is constantly optimizing.However,there is a shortage of high-level talents,and the construction of talent team should be continuously strengthened.
