摘要
目的 了解黄山市公共卫生行政处罚案件分布,为提高卫生监督工作质量和依法行政水平提供依据.方法 收集2018年1月1日至2022年12月31日黄山市各级卫生监督机构办理的公共卫生行政处罚案件,分析案件来源、案件主体、处罚程序、案由.结果 2018-2022年黄山市共办理328起公共场所卫生行政处罚案件,来源主要为卫生监督发现,占77.44％(254/328);场所以住宿场所和美容美发场所为主,占78.96％(259/328);案由以安排未获得有效健康合格证明的从业人员从事直接为顾客服务工作、未按规定对顾客用品用具进行清洗(消毒、保洁)和未依法取得公共场所卫生许可证擅自营业为主,占94.59％(350/370);办理程序以一般程序为主,占97.26％(319/328).结论 黄山市公共场所卫生监督处罚案件数比较稳定,住宿场所、美容美发场所多发,处罚案由集中.
Abstract
Objective To understand the distribution of public health administrative penalty cases in Huangshan City and to provide a basis for improving the quality of health supervision and the level of administration according to law.Methods The public place health administrative penalty cases handled by Health Supervision Agencies at all levels in Huangshan City from January 1,2018,to December 31,2022 were collected,and ratios were calculated including case source,case subject,penalty procedure,and cause of action.Results 328 cases of administrative penalties for public health in public places were handled in Huangshan City from 2018 to 2022,mainly from health supervision,accounting for 77.44％(254/328).Ac-commodation and beauty salons were the main venues,accounting for 78.96％(259/328).The main causes of the cases were arranging employees without valid health certificates to serve customers directly,failing to clean customer supplies(disinfection,cleaning)according to regulations,and unauthorized business without obtaining public health permits accord-ing to law,accounting for 94.59％(350/370).The handling procedures were mainly general procedures,accounting for 97.26％(319/328).Conclusion The number of public health administrative penalty cases in Huangshan City is relatively stable,with multiple occurrences in accommodation and beauty salons,and the reasons for punishment are concentrated.
