Research on the Construction and Application of Urban Governance Effectiveness Evaluation System Based on the Comprehensive Evaluation Method
The evaluation system of urban governance effectiveness is an important supporting tool for improving the urban governance effectiveness. Based on the perspective of system governance including urban technology,economy,and ecology governance,the comprehensive evaluation method is constructed combined with the ideal solution model,the contribution model,and the coordination degree model,to evaluate urban governance effectiveness in Beijing. The study shows that the index of Beijing's urban governance effectiveness increases steadily from 2015 to 2022,with an average annual growth rate of 3.32％,and the average yearly growth rates of the index of ecological comfort livability,the index of technological innovation,and the index of high-quality economic development decreases in order,with 3.63％,3.54％,and 2.86％. The average contribution of technology,economy,and ecology to Beijing's urban governance effectiveness is convergent,the development of urban technology,economy,and ecology relatively balanced. The coordinated governance effectiveness of Beijing's urban technology-economy-ecology is high and has reached the grade of high-quality coordinated governance since 2019. Therefore,the countermeasures and suggestions for improving Beijing's urban governance effectiveness are put forward,including accelerating the improvement of Beijing's urban innovation ability,accelerating high-quality economic development,and strengthening ecological comfort livability.
