中国建筑垃圾资源化效率研究——基于非期望产出的SBM-Malmquist模型

我国建筑垃圾产量已达 35 亿吨,提升建筑垃圾资源化效率受到广泛关注.本文基于 Undesirable Slacks-Based Measurement Malmquist(非期望产出的SBM-Malmquist)模型,测算了2013-2021 年30 个省份的建筑垃圾资源化效率及其时空演变趋势,结果显示:我国各省份建筑垃圾资源化效率仍处于较低水平,西北地区部分省份高于东部经济发达省份,其中陕西省资源化效率最高.建筑垃圾产生量是东西部资源化水平差异的主要原因,这表明行业资源化技术及相关政策投入不足.从增长趋势来看,我国建筑垃圾资源化效率在 2013-2020 年稳步上升,2021 年出现波动.重庆、陕西和江苏省发展速度位居前三,增长主要来源于行业技术水平提升.据此,相关部门应该加大建筑垃圾资源化产业资金投入力度、提升科技创新水平,并因地制宜制定相关政策的建议.
Research on the Efficiency of Building Waste Resource Utilization in China:Based on SBM-Malmquist Index Model
The production of construction waste in China has reached 3.5 billion tons,and improving the efficiency of construction waste resource utilization has received widespread attention.This article is based on the Undesirable Slacks-Based Measurement Malmquist(SBM-Malmquist)model of unexpected output and calculates the efficiency and spatiotemporal evolution trend of construction waste resource utilization in 30 provinces from 2013 to 2021.The results show that the efficiency of construction waste resource utilization in various provinces of China is still at a relatively low level,with some provinces in the northwest region having higher efficiency than economically developed provinces in the east,with Shaanxi Province having the highest resource utilization efficiency.The amount of construction waste generated is the main reason for the difference in resource utilization levels between the East and the West,indicating insufficient investment in industry resource utilization technology and related policies.From the perspective of growth trends,the efficiency of construction waste resource utilization in China steadily increased from 2013 to 2020,and fluctuated in 2021.Chongqing,Shaanxi,and Jiangsu provinces rank among the top three in terms of development speed,with growth mainly coming from the improvement of industry technology level.Based on this,it is proposed to increase the investment in the construction waste resource utilization industry,improve the level of scientific and technological innovation,and formulate relevant policies according to local conditions.
