Dilemma and Outlet of River Chief System in the Watershed Governance
The river chief system is an innovative mechanism to strengthen river governance under the background of ecological civilization construction.The water governance model is that the leaders of the party and government as river chiefs coordinate and take charge,cross-regional and cross-departmental cooperation in river management.It is in line with the concept of modernization of watershed governance.With the comprehensive coverage of the river chief system,the watershed governance is changing from the separate pattern of"Kowloon water control"to a highly unified overall pattern.However,based on the current national conditions and water situation,the implementation of the river chief system is still faced with difficulties and blockages such as legal absence,unreasonable organizational structure,lagging operating conditions and unclear evaluation standards.In order to shoulder the historical mission of promoting the high-quality development of watershed ecological environment in the new development stage,we must use the rule of law thinking to carry out institutional reform of the river chief system from the following four aspects:legislation,organization and coordination,operation guarantee and evaluation.The purpose is to stimulate the efficiency of river chief system in the field of watershed governance,accelerate the construction of modern water management pattern,and describe the ecological picture of"smooth river,clear water,green shore and beautiful scenery".
