Arrangement for the retired athletes would directly affect the sustainable development of the competitive sports and social steadiness. Though a series of guaranty policies for athletes were initiated, the result is still unsatisfactory. Events of Zou Chunlan, Ai Dongmei and Zhang Shangwu exerted severe impacts on the image of china’s competitive sports. Through literature review and data statistics, the evolution and development of the state guaranty policies for athletes are analyzed on the perspective of the theory of objective management. Results show that competitive sports are playing a superior political role to change Chinese image as “sick man of East Asia” at the initial stage of the new socialist country China, while the implementation of planed economy policies guaranteed athlete’s employment settlement upon their retirement to some extent. However, frequent introductions of guaranty policies for athlete’s in recent year have not really promoted the smooth employment of athletes, the reason of which may be that athletes have missed the critical period in which they should have enhanced their literacy and quality, thus leading to athlete’s overall low quality and their disadvantaged position in current market economy society.
