Analysis of the Realization Path of Education Service Supply Reform in China:Content Analysis based on the Texts of the 13th Five-Year Plan and 14th Five-Year Plan of Education in Each Province
With the development of society and economy,it is increasingly difficult for the supply of education services to meet peo-ple's demand for high-quality,diversified and personalized education.The core to solving this problem is promoting the reform of edu-cation service supply.As a"top-down"strategic task,the reform of education service supply is closely related to government policies at all levels.To clarify the problems of supply and to drive the reform,analyzing key areas and practical paths of education service supply reform and innovation in provinces of China from the perspective of policy text is of great significance.This article conducted a content analysis with Nvivo11 to analyze the 13th Five-Year Plan and the 14th Five-Year Plan of education in each province.It was found that higher education and vocational education are the key areas,and the core tasks are schooling and talent cultivation,structure and layout adjustment,mechanism and system reform,moral education,construction of teaching staff and Internet+education,and different supply areas have different focuses on the tasks.At the same time,it was found that there is a continuity and development between the plans of two periods.
