Beijing,Shanghai,and Shenzhen,as the highland of science and technological innovation in China,have important strategic significance for innovative development and catching up.Technology transfer is an important means of innovation and has an important impact on the improvement of innovation capabilities and economic deve-lopment.Based on panel data from 2010 to 2020 of Beijing,Shanghai,and Shenzhen,this paper establishes a DEA model to measure the technology transfer efficiency of the three cities.Sensitivity analysis and projection value analy-sis are also conducted.The findings reveal that in addition to the problems of excessive investment in R&D funds and insufficient export volume of high-tech products,Beijing still faces the issue of low efficiency in output per R&D per-sonnel,indicating that the development pattern with large-scale expenditure investment and personnel investment is no longer suitable for the current development stage of the three cities.In response to the above findings,this study pro-poses policy recommendations,such as rational planning and investment,increasing quality and efficiency,conform-ing to the dual circulation development pattern,pioneering breakthroughs,focusing on key indicators,and special management.
