论教育强县的四重维度

摘要
县域是以县级行政区划为地理空间,以县级政府为调控主体,具有地域特色和功能完备的区域,是治国理政的基本单元,在教育强国建设中具有重要的作用.从基于行政层级的由上到下的区域性维度、基于教育关系的由内到外的功能性维度、基于发展阶段的由大到强的质量性维度、基于现代化水平的由弱到强的过程性维度等四个方面阐释了教育强县的内涵,为教育强国建设背景下的县域教育发展提供学理分析和借鉴.
Abstract
County,the fundamental unit of governing the country,plays a significant role in building an educational powerhouse.With a set of complete functions,a county has the regional characteristics with its ge-ographical space under the jurisdiction of county-level administrative divisions and county-level government as the regulatory body.The study explains the connotation of a county with good performing education from four aspects:the regional dimension based on the administrative hierarchy from top to bottom,the functional dimension based on the educational relationship from inside to outside,the quality dimension based on the de-velopment stage from big to strong,and the process dimension based on the modernization level from weak to strong,which provides theoretical analysis and reference for the development of county-level education against the backdrop of building an educational powerhouse.
