Practical Observation and the Paths of Optimizing the Allocation of County-level Compulsory Education Resources
Chinese compulsory education adopts a county-based management system.With the change of school-age population,development of new urbanization,tightening of local finance,and requirement of high-quality and balanced development,schools of compulsory education have become too crowded in county's urban areas,with less schools in township areas and no school in natural villages,posing new challenges to the allocation of compulsory education resources.In the optimization of educational resources,local governments should advance the work in collaboration with the Party organization,strengthen the guidance of school-running standards,improve supporting services and increase investment,so as to make the integration of educational resources conducive to the high-quality and balanced development of compulsory education.Meanwhile,it is necessary to make big moves in the following areas so as to establish a supply mechanism for the services to basic public education.It is necessary to make rational decisions in the readjustment of the layout of rural schools based on local conditions,strengthen top-level design,and improve the standards of compulsory education schools at the county level;it is necessary to increase investment in education and improve the funding guarantee mechanism for compulsory education at the county level;it is necessary to coordinate the al-location of teachers,and promote the quality development of county-level schools in compulsory education and expand the number of quality schools;and it is necessary to revitalize idle resources,and issue guidance on the disposal of idle school buildings.
