International Experience and Its Enlightenment of the Family Education Guidance for Infants and Toddlers from the Perspective of Welfare Pluralism
The theory of welfare pluralism holds that when social welfare and services are provided by multiple parties,it is beneficial to enhance the sustainability of the service supply system.Based on the theory of welfare pluralism,18 family education guidance projects in the United States,the United Kingdom,Australia,and Singapore were selected as research objects.The study analyzed the practical path of the four countries in carrying out infant and toddler family education guidance through multiple subjects from six aspects:conceptual goal,organizational system,guidance method,guidance content,guidance personnel,and effectiveness evaluation.It has provided the enlightenment for the family education guidance in China,such as establishing a comprehensive service concept to pay attention to families with disadvantaged infants and toddlers;promoting diverse participation to build participatory partnerships and comprehensive social support networks;adopting diverse guidance strategies to unleash the guiding potential of digital resources;enhancing the scientific nature of guidance content to strengthen hierarchy and accessibility;improving qualification certificates to promote diversified composition of the guiding team;and integrating self-evaluation and external evaluation to promote the improvement of the quality of family education guidance.
