生态文明视域下川陕革命老区生物多样性保护区低碳物流发展研究

川陕革命老区生物多样性保护区作为秦巴山区生物多样性功能区的重要组成部分,承担着秦巴山区生物多样性保护及南水北调中线工程水源地保护等重要生态保护功能.川陕革命老区低碳物流存在理念认识不足、基础设施滞后、服务水平和能力有待提高、成本高昂、需求总量低、基础设施协同度差和产业集聚度低等问题.应从加强信息平台建设,统一规划物流设施,加强物流与支柱产业的联动发展,建立监督和预警机制,发挥行业组织作用,培育和引进高端人才和管理团队,完善法律和政策体系,加大对企业的约束,设立低碳物流发展基金,引进绿色低碳项目等方面入手,推动川陕革命老区经济的可持续发展.
Research on the Low-carbon Logistics Development of the Biodiversity Protected Area in the Sichuan-Shaanxi Revolutionary Base Area from the Perspective of Ecological Civilization
As an important part of the biodiversity functional area in the Qinba Mountains,the biodiversity protected area in the Sichuan-Shaanxi Revolutionary Base Area undertakes significant ecological protection func-tions such as biodiversity conservation in the Qinba Mountains and water source protection for the Middle Route of the South-to-North Water Diversion Project.However,the low-carbon logistics in this area faces challenges such as insufficient understanding of the concept,lagging infrastructure,subpar service levels and capabilities,high costs,low total demand,poor infrastructure coordination,and low industrial agglomeration.To promote sustainable economic development in the Sichuan-Shaanxi Revolutionary Base Area,efforts should be made to strengthen in-formation platform construction,uniformly plan logistics facilities,enhance the linked development of logistics and pillar industries,establish supervision and early warning mechanisms,leverage industry organizations,cultivate and attract high-end talent and management teams,improve legal and policy systems,increase constraints on enterprises,establish a low-carbon logistics development fund,and introduce green and low-carbon projects.
