Constructing the Ecological Governance Framework for the N-Shaped Bend of the Yellow River in Shaanxi with a Systematic Approach
Adhering to a systematic approach and steadfastly promoting the integrated protection and system-atic governance of mountain,water,forest,farmland,lake,grassland,and desert is a crucial working method and fundamental way of thinking to address the challenging task of comprehensive desertification prevention and con-trol and to establish a new ecological governance framework for the N-Shaped Bend of the Yellow River.Taking the key area of the N-Shaped Bend of the Yellow River in Shaanxi as an example,this paper analyzes the deserti-fication change of the N-Shaped Bend of the Yellow River in Shaanxi with a systematic ecological perspective and constructs an ecological governance framework plan for the N-Shaped Bend of the Yellow River in Shaanxi with the"Three Zones and Three Belts"structure.The following main conclusions are drawn:adhering to the system-atic approach in ecological engineering governance should unify the four dimensions of local and overall,history and reality,multiple actors and comprehensive measures,overall planning and effective implementation.Over the past two decades,significant progress has been made in desertification control in the N-Shaped Bend of the Yellow River in Shaanxi,with a notable increase in vegetation cover;based on the overall deployment of the na-tional campaign for the N-Shaped Bend of the Yellow River and the actual situation of the Bend,an ecological governance plan for the Bend with the"Three Zones and Three Belts"structure is formulated.The systematic wisdom embodied in the ecological governance framework plan for the N-Shaped Bend can provide a new sugges-tion for regional governance.
