Evaluation and Analysis of the Implementation Effect of Germany Aid Projects in Chengde of Hebei Province
Regarding the progress and the social impact of international aid projects for forestry and grassland,this study evaluated and analyzed the implementation effects of the project of"Sustainable Management of Vegeta-tion Restoration and Water Source Protection Forests in the Sand Affecting Area in Northern Beijing",and the pro-ject of"Protection and Management of Miyun Water Source Area"aided by Germany in Chengde in 2005 and 2020 respectively.Social network analysis,gross ecosystem product(GEP)and integrated ecosystem function index were used to do the evaluation.The results show that the economic benefits of Germany aid projects in Chengde in Hebei province accounts for about 6%of the total benefit,which has a significant promoting effect on maintaining local residents'income and promoting local economic development.In terms of ecological benefits,the projects account for a relatively high proportion of the comprehensive benefits,about 72%of the total benefit,which plays an impor-tant role in supporting the stability of the local ecological environment,green,low-carbon and high-quality develop-ment.In terms of social benefits,the implementation of the projects has greatly improved the value network of local forest ecosystem services and the social network stability is enhanced.The study has also analysed the forest carbon sink value realization of Chengde projects,and thereby suggests that further financial and policy measures should be adopted in order to carry out policy innovation to promote the realization of forest carbon sink value.
