There are profound cultural reasons behind students ' participation in shadow education in China 's basic education stage. Based on the survey data of China Family Panel Studies (CFPS ) from 2010 to 2018 and the theoretical framework of Hofstede 's cultural dimension,this study studies the relationship between family cultural values and family choice of shadow education for primary and secondary school students. The results show that (1) collectivist values have a significant positive influence on primary and secondary students' family choice of shadow education,and there is a herd behavior in family choice of shadow education;(2) indulgent values have a significant positive influence on primary and secondary students' family choice of shadow education,and families with lower indulgent values tend to choose shadow education;( 3 ) Masculinist values have a significant negative impact on the family 's choice of shadow education. Parents,mainly mothers,participate in children 's learning and education,which reduces the probability of families choosing shadow education. Based on this,it is recommended to guide parents to rationally choose shadow education,avoid blind follow-up and excessive anxiety,guide parents to fulfill their family education responsibilities,implement the concept of home-school-community collaborative education,and provide internal support for the effective promotion of the " double reduction " policy.
