摘要
公安机关在执法和管理过程中需要与其他行政机关和各类组织机构合作，通过共享信息和资源以及协同行动以完成法律赋予的职责。依据不同的标准，公安机关跨部门合作类型和形式可以进行多种分类。跨部门合作中存在合作缺乏法律依据、合作双方没有明确的合同约定、合作的执行阶段缺乏制度保障等问题，这些问题应通过法律规范下的行政协助制度、契约协商下的行政合同以及执法现场的合作运行等机制来解决。
Abstract
Cooperating with other administrative organs, sharing information and taking cooperative actions are needed for public security organs to fulfill duties during the law enforcement and society management. According to different standards, the multi-department cooperation can be divided into different types and forms. We found some problems happened in the cooperation, such as the lack of legal basis, the deficiency of clear contract and the absence of the institutional guarantee in execution period. So, the public security organs need to establish the administrative assistance system, sign the administrative contract and perfect the cooperative mechanism to solve the problems.
