Research on the Practice Dilemma and Countermeasures of Grassroots Governance from the Perspective of Administrative Detention Expansion
Since the 18th National Congress of the Communist Party of China,under the impetus of the concept of governing the country according to law,a large number of administrative legal documents involving cybersecurity,environmental protection,food and drug supervision and other fields of people's livelihood have been formulated to promote the development trend of"administrative detention expansion"in the development of grassroots governance rule of law.The report of the 20th National Congress of the Communist Party of China also put forward the general requirements for improving the social governance system,improving the social governance system of joint construction,co-governance and sharing,and improving the efficiency of social governance.By observing the difficulties that plague the pluralism of grassroots governance from the perspective of administrative detention expansion,and taking the correlation between"administrative detention expansion"and"grassroots governance bottleneck"as the research focus,this paper studies how to provide countermeasures in five aspects:co-construction,pluralistic consultation,rules and standards,quantification of rights and responsibilities,and improving the credibility of law enforcement.
