摘要
VUCA时代背景下,韧性社区是城市社区面对多重风险挑战的一种高效选择.通过对国内外韧性社区相关研究进行梳理与总结,明确了韧性社区的具体内涵、发展过程与建设需求,概括出组织韧性、技术韧性、文化韧性、资源韧性、工程韧性与空间韧性六大韧性构成维度,并在此基础上提出了以要素端、主体端与功能端为核心的建构框架.结合对社区抗冲击能力类型的划分,提出韧性社区差异化的建设过程与路径,并在具体建设过程中聚焦培育多元主体、统一数字平台、重塑公共精神、拓展系统储备、统筹优化体系与联结发掘空间,以此来推进韧性社区建设.
Abstract
In the VUCA era,resilient community is an efficient choice for urban communities to face multiple risk challenges.By combing and summarizing the relevant research on resilient communities at home and abroad,this paper clarifies the specific connotation,development process and construction needs of resilient communities,and summarizes the six dimensions of organizational resilience,technological resilience,cultural resilience,resource resilience,engineering resilience and spatial resilience.On this basis,a construction framework with elements,subjects and functions as the core is proposed.Combined with the division of the types of community impact resistance,this paper puts forward the construction process and path of resilience community differentiation,and focuses on cultivating multiple subjects,unifying digital platform,reshaping public spirit,expanding system reserve,coordinating and optimizing system and connecting and exploring space in the specific construction process,so as to promote the construction of resilience community.
