Technology,Risk and Regulation:Research on Cyborg Threat from the Perspective of Liability Subject
"Internet of Everything" and artificial intelligence promoted by science and technology not only bring convenience to production and life,but also bring many challenges to the existing social rules. Cybernetics gave birth to Cyborg,and its human-machine fusion technology blurred the characteristics of bioethics and technical ethics,which triggered the discussion of Cyborg threat. Cybernetics and NBIC have presented new challenges to human subjectivity standards and tort liability division,among which brain-computer interface technology has blurred the boundary between cyberspace and physical space,resulting in weak application of rules,and the integration of science and technology and people will lead to new criminal risks. Starting from the definition of social entities,with the help of subjective thinking at the philosophical level,the identification of brain-computer interface at the technical level,and the integration of biology and science and technology brought about by NBIC,the boundary between human and machine can be clearly demarcated,and the technology can be supplemented with necessary moral control,the establishment of a general consensus governance framework,and the improvement of global ethics may provide the possibility of cracking the Cyborg threat.
