Digital Transformation of Public Security Organizations:Technological Embedding and Path Evolution——A Case Study of Hangzhou Smart Police
The digital transformation of public security organizations refers to the deep integration and fusion of digital technologies within the business processes and organizational systems of public security. This paper constructs a theoretical framework for the embedding of digital technologies in public security organizations from two dimensions:the characteristics of digital technologies themselves and the operational processes of digital technologies within organizations. It elaborates on the levels of technological embedding and organizational structural changes. Taking Hangzhou Smart Police as a case study,the paper reveals the evolutionary path of the digital transformation of smart police organizations,providing theoretical support for the digital transformation of public security agencies. The conclusion indicates that the digital transformation of public security organizations is a progressive and phased change,where technology and organizations undergo a process of "embedding-adaptation" within specific policy,temporal,and spatial conditions. Three categories of digital technologies,namely the Internet,cloud computing,and big data,have respectively reshaped the organizational systems through "boundary expansion-functional integration-organizational restructuring," achieving the integration of elements for the digital transformation of public security organizations.
