新质公安战斗力的形成是国家治理数字化转型全面融入公安工作现代化进程的必然结果,也是推动公安人力资源管理数字化转型发展的题中应有之义.在加速形成和提升数字时代的新质公安战斗力背景下,塑造"以人为中心"的管理理念,打造"以数字为枢纽"的管理方式,形成"以服务为内核"的管理体系,已经成为公安人力资源管理数字化转型的时代价值意蕴.然而,在数字技术与传统人力资源管理理念和模式加速融合发展的新阶段,公安人力资源管理迎来了前所未有的机遇,同时也面临着从认知到行动、从信任到价值维度的诸多挑战.为此,必须坚持系统观念、聚焦数字素养、优化体系建构、强化数据赋能,推进公安人力资源管理数字化走深走实,为新质公安战斗力的发展提供强有力的支撑.
The Value and Significance of Digital Transformation in Public Security Human Resource Management from the Perspective of New Quality Combat Effectiveness:Real Challenges and Practical Strategies
The formation of new quality public security combat effectiveness is an inevitable outcome of the comprehensive integration of digital transformation in national governance into the modernization process of public security work.It is also an inherent necessity in promoting the digital transformation and development of public security human resource management.Against the backdrop of accelerating the formation and enhancement of new quality public security combat effectiveness in the digital age,the shaping of a"people-centered"management philosophy,the creation of a"digital-hub"management approach,and the establishment of a"service-core"management system have become the contemporary value implications of the digital transformation of public security human resource management.However,at the new stage where digital technology and traditional human resource management concepts and models are rapidly converging,public security human resource management faces unprecedented opportunities as well as numerous challenges across cognitive to operational and trust to value dimensions.Therefore,it is essential to adhere to a systematic concept,focus on digital literacy,optimize system construction,and strengthen data empowerment.We should deepen and solidify the digitalization of public security human resource management and provide strong support for the development of new-quality public security combat effectiveness.
