Cultural governance is the foundation and important means of promoting the modernization of the national governance system and governance capacity.With the accelerated evolution of urbanization and modernization,the dual structure of urban and rural areas poses many practical problems for grassroots governance.Based on the perspective of government social relations,this paper conducts empirical research on the"One Core,Multiple Governance"mechanism established in Z Town,T District,Beijing,and analy-zes the types and effectiveness of mobilizing diverse forces to participate in grassroots cultural governance from the perspective of local elites.The study holds that by fully respecting the initiative of the grassroots people,constantly cultivating the main force of market culture,continuously improving the construction of service-oriented government,and promoting the transformation of the governance pattern of"big govern-ment and small society"to a cultural governance system with balanced political and social relations,t is helpful to better understand and build the Chinese-style modernization towards urban-rural integration.
