With the in-depth development of population aging and the accelerating process of urbaniza-tion,the number and scale of empty-nest elderly continue to expand.Under the influence of the urban-rural dual structure system,the pension issues faced by the rural empty-nest elderly in China are more severe.Taking Handan City as an example,the pension dilemma of rural empty-nest elderly is mainly caused by the imperfect rural social security system and the unsound rural pension service system.Based on the actual pension needs of the rural empty-nest elderly,it is recommended to proceed from three aspects:improving the rural social security system,perfecting the rural pension service system,and strengthening the family pension function.Through multiple measures and the joint efforts of multiple subjects,a safety net for pen-sion security should be built for rural"empty-nest elderly".
