随着人力资源服务产业的蓬勃发展,多层级人力资源服务产业园的建设也如火如荼.国家和地方政策层面从发文探索建立人力资源服务产业园到国家级产业园的认定、培育、规范管理,逐步引导走向高质量发展的方向.近年来,国内学者对于人力资源服务产业园的研究主要聚焦在园区政策体系与服务、运营管理模式与平台建设、质量考核评价等方面.北京市人力资源服务产业园建设起步较晚,目前拥有三个国家级人力资源服务产业园区,在取得初步建设成效的同时,也面临着各自的问题,需要从顶层设计、运营机制、数字化升级等方面提高发展质量.
With the vigorous development of the human resources service industry,the construction of multi-level human resources service industrial parks is also in full swing. At the national and local policy levels,the establishment of human resources service industrial parks has been explored through issuing doc-uments,followed by the recognition,cultivation,and standardized management of national-level industrial parks,gradually guiding them towards high-quality development. In recent years,domestic scholars' research on human resources service industrial parks has mainly focused on the park's policy system and services,operation and management models,platform construction,quality assessment,and evaluation. The construction of human resources service industrial parks in Beijing started relatively late,and current-ly,there are three national-level human resources service industrial parks. While achieving initial construc-tion results,they also face various issues,necessitating improvements in development quality from aspects such as top-level design,operational mechanisms,and digital upgrades.
