Research on Integrated Governance of Sports and Education based on Coordination among Central,Regional and Grassroots Organizations
With the deepening of the integration of sports and education in China,people pay more and more atten-tion to the problem of coordinated development among central,regional and grassroots organizations.Since the reform and opening up,the integration of sports and education in China has made great progress,but its gover-nance practice is faced with difficulties such as limited central restraint ability in the top-level design of the devel-opment mechanism,limited regional action choices,and weak initiative of grassroots organizations.By examining the changes of the governance model of sports and education integration in China,this paper reveals that the foun-dation of collaborative governance of the integration of physical education and education lies in shaping a modern governance structure with clear boundaries and benign interactions among the central government,local govern-ments,and grassroots organizations,the dynamic mechanism lies in encouraging local government innovation and stimulating the vitality of grassroots organizations,and the fundamental guarantee lies in establishing a holistic coor-dination system among multiple subjects within the rule of law system.In order to comprehensively improve the effec-tiveness of the policy of integration of sports and education,it is suggested to reasonably define the responsibilities,rights and interests of governments at different levels and coordinate the interests of the central government and regional governments;improve local government implementation measures for integrating physical education and education policies to enhance the policy implementation effects;further deepen"reforms to streamline administra-tion and delegate power,improve regulation,and upgrade services"to enhance the initiative and autonomy of grassroots organizations.
