Policy Text Analysis and Quantitative Evaluation of China's Wushu Policies from the Perspective of Policy Tools
Objective:To analyze the formulation of China's Wushu policies and explore their tendencies and ration-ality by analyzing the text of these policies.Methods:Using Nvivo12 software and the policy tool classification theo-ry of Howlett & Ramesh,a content analysis of Wushu policy texts was conducted.Simultaneously,based on the ac-tual situation of China's Wushu policies,a PMC index model was constructed to qualitatively describe and quantita-tively evaluate the selected Wushu policy texts.Results:A total of 32 policy documents and 258 policy nodes were selected and classified into X and Y dimensions.The X dimension includes voluntary(22.86%),mandatory(47.29%),and mixed tools(29.85%).The Y dimension covers Wushu ranking systems,Wushu activities,Wushu culture,Wushu management,and Wushu promotion.The Wushu ranking system is a crucial part of Wushu policies,and the ultimate goal of which is to promote and popularize Wushu.According to the PMC index,the overall rating of China's Wushu policy texts is acceptable,with an excellent rating of P6(7.00).However,there are deficiencies in policy priorities(X6),policy recipients(X8),and incentive measures(X9).Conclusion:At-tention should be paid to the internal driving force of Wushu policies,clarifying policy objectives,focusing on key points,and emphasizing the collaborative planning of short-,medium-,and long-term goals.Strengthen coordination and cooperation among policies to form a policy synergy,establish a dynamic policy adjustment mecha-nism,and adjust policies in a timely manner based on actual conditions.Enrich the content of Wushu policies,build an organizational system for the balanced development of all participants,incentivize talent cultivation,ration-ally plan capital investment,specifically promote incentives,safeguard measures,and mechanism reforms,encour-age social participation,and expand policy recipients.
