The Mechanism and Optimal Strategy of the Conflicts and Dilemmas of Village Rules and Regulations in Rural Sports Governance
As a folk customary law embedded in China's traditional rural society,village rules and regulations have been revived,reshaped,and optimized with the development of the times.With the development of the times,it is revitalized,reshaped and optimized.As China enters the"post-rural society",village rules and regulations have become an important governance tool that integrates tradition and modernity in the process of rural governance in the new era.Through field investigation and deep participation in the basketball game of"Chixin Festival that Falls on the Sixth of June in the Chinese Lunar Calendar"in Taipan Village,Taijiang County,Qiandongnan Miao and Dong Autonomous Prefecture,Guizhou Province,this paper analyzes the functional construction of village rules and regu-lations in participating in rural sports governance including autonomy,rule of law and rule of virtue.They promote the development of rural sports by highlighting people's subjectivity,shaping endogenous governance mechanisms,and coordinating the dynamic balance between government sports governance and grassroots sports autonomy.Based on this,in order to further improve the effectiveness of village rules and regulations in promoting rural sports gov-ernance,this paper delves into the conflicts and dilemmas encountered in the process.Through Effectively promoting the"three governance integrations"in rural sports governance,constructing a diversified participation pattern in rural sports governance,improving the governance mechanism of"empowering villagers+village rules and regulations,"strengthening governance synergy,expanding the market regulation function of village rules and regulations,and establishing a multi-dispute resolution platform,this paper further proposes optimization strategies for the participation of village rules and regulations in rural sports governance.
