Organizational Logic,Goal Model and Application Scenarios of A New System for Mobilizing Resources Nationwide in the Threshold of Tasks
As a special way of resource allocation and an organizational model of major tasks,a new system of mobi-lizing resources nationwide has become a key strategy for building a great modem socialist country.Based on the context of sports management,this paper adopts"task"as an explanatory variable,and conducts an academic ex-ploration across the three dimensions of importance,complexity,and urgency.It argues that the practical orientation of a task is shaped by its vertical organizational hierarchy,horizontal degree of collaboration,and temporal dynamic characteristics.By analyzing the factual definitions,triggering conditions,and response mechanisms of major tasks,this paper highlights that the political decision-making grounded in public authority,coupled with the governance mechanism supported by task-oriented organizations,constitutes the organizational logic of major tasks and elucidates the inherent requirements of the new sports management system.This paper combs potential task scenarios in sports practice where the new system may be applicable from four perspectives:the authoritative inte-gration model for emergency decision-making,the joint creation model grounded in the mass line,the grid-block coupling model based on technological governance,and the incubation model for harnessing spillover effects.Fur-thermore,it empirically analyzes the ideal model of the new system for mobilizing resources nationwide in sports through selected typical cases.
