From Disorder to Order:An Examination of the Dilemmas and Mitigation Strategies for Collaborative Governance Based on Physical,Logical,and Human Factors in County-level School Sports of China
County-level school sports collaborative governance represents a pivotal aspect in advancing the moderni-zation of Chinese-style school sports governance.Employing research methodologies such as literature review and field research,and grounded in the theoretical framework of"Wu-Li(Physics),Shi-Li(Logistics),Ren-Li(Hu-man Factors)methodology,"this paper delves into the scenario of county-level school sports collaborative govern-ance.It constructs an analytical framework for triangular and circular collaborative governance in county-level school sports and conceptually extracts the experiences of such governance.The research indicates that the"Wu-Li"factor serves as a prerequisite for county-level school sports collaborative governance,yet faces challenges such as inade-quate and imbalanced supplies of high-quality resources between urban and rural areas.The"Shi-Li"factor,as the specific methodology for county-level school sports collaborative governance,is currently hindered by a lack of fun-damental governance systems,a weak collaborative participation atmosphere,and insufficient adaptability of gov-ernance tools.The"Ren-Li"factor,influenced by traditional school sports management systems and charismatic authority,manifests in interpersonal interest-based games,intrusions of informal relationships,and discretionary governance behaviors,leading to a chronic weakening of the collaborative governance relationships in county-level school sports.Consequently,the study proposes the integration of the concept of"co-governance,sharing,symbio-sis,and mutual development"in county-level school sports collaborative governance.This involves refining and bal-ancing the allocation of"Wu-Li"resources,sustainably shaping the"Ren-Li"governance relationships,and foste-ring a diversified and sound"Shi-Li"governance structure.Ultimately,the aim is to establish a county-level school sports Wu-Li-Shi-Li-Ren-Li collaborative governance community.
